Hon. J. Kevin Kimball recognized as state Judge of the Year

The Hon. J. Kevin Kimball of the 18th Judicial District Court was named Judge of the Year by Louisiana CASA Association. Judge Kimball was recognized at the statewide association’s annual conference in Baton Rouge on May 8 alongside other statewide awards.

Judge Kimball serves as Division A judge in Pointe Coupee Parish and also serves Iberville and West Baton Rouge parishes of the 18th JDC. He, along with Hon. Alvin Batiste, Jr., Hon. Elizabeth Engolio and Hon. Tonya Lurry, answered the call to ensure a CASA program was implemented for the tri-parish area, which provides court-appointed volunteer advocacy to children in foster care due to abuse or neglect. The organization formed in 2023.
“Judge Kimball demonstrates effective leadership and transparency as a judge,” stated Kendall Hebert, executive director of CASA of the 18th JDC. “He has graciously welcomed our program, process and procedures, along with our CASA volunteers, into his process. He has allowed for the innovative process to unfold and change as the program expands.”
Judge Kimball is actively involved in CASA of the 18th JDC, attending community events and Child Abuse Prevention Month activities. He is a fair and trusted judge, gaining respect and building rapport from all involved in the child welfare system, including caseworkers, attorneys, staff from the district attorney’s office, biological and foster parents, children and CASA.
“Having observed several of Judge Kimball’s family, criminal, and child welfare court proceedings, his dedication to adhering to the law while also expressing empathy for those involved is a testament to his unwavering character,” stated LaRae Kador, CASA volunteer.
Before assuming his honorable position, he was known in the community as the zealous public defender who worked relentlessly to support individuals outside the courtroom. That same compassion and dedication translate to how he presides over child welfare cases. “Judge Kimball is consistent, demonstrating a genuine, nurturing demeanor and unwavering patience as he speaks with each child who presents before him. He tailors his approach to each case and actively engages with all parties during his staffing. Judge Kimball expresses his gratitude to CASA and reminds all in attendance that it is his CASA’s recommendations that aid in doing what is in the best interest of the children,” Kador adds.
“He has genuine care for all involved and treats the cases with the utmost concern and attention it deserves, understanding these are children’s lives at stake,” Hebert continued.
On behalf of the staff, volunteers, board of directors, and the community he serves, CASA of the 18th JDC recognizes Hon. J. Kevin Kimball as the 2026 Judge of the Year.
